In a hidden chamber beneath the streets of San Francisco, Dr. Cyber monitors criminal acts around the world before she contacts the leader of the Strike Force team, Number One, whom she hired to assault the St. Claire Museum of Antiquities. He reports target sighted and that an outside security firm has been added but should prove no problem to them. In St. Louis, criminal group the Cadre have been stealing from technology companies. This time, however, they are met by Skyrocket, Celia Forrestal in her parents-designed Argo Harness, which gives her powers of flight and energy absorption and retaliation. She attacks both Starshrike and Fastball of the Cadre and mostly gets the best of them until Fastball just manages to hit a weak spot on the Harness and she goes down, allowing them to get away. Later, she bemoans the cost of repairing the suit as her savings are dwindling and she can't get ahead at her job at a burger joint. As she's about to go to work, she's met by Josiah Power and Manhunter of the Power Company. At the Power Company headquarters in San Francisco, thugs armed with high-powered rifles hold people hostage but are attacked by Witchfire, Bork and Striker Z of the Company. Meanwhile, in the air heading back to the City, Josiah makes his pitch for Skyrocket joining his company. He explains that after the metagene explosion, his, for now, unnamed powers manifested during a trial which ended his lawyer career. He decided to form a super-hero for hire business, with Manhunter as his first member. Manhunter, with an obvious superior and somewhat malevolent attitude, explains he's a clone of the original Manhunter, the last one left. Josiah continues, telling her all her costs will be taken care of, and she can continue with some pro bono cases. He tells her they need not only the respectability a bonafide hero can give the company, but her leadership skills as well, since most of her teammates are more-or-less untested. Back at headquarters, Bork takes out a number of the attackers but Striker Z and Witchfire end up pulling on two ends of a baby hostage, each claiming it. Suddenly the training scenario ends as Josiah enters and orders them into the conference room. Josiah introduces Skyrocket to Witchfire, Bork and Striker Z and they each tell her a little about themselves. Josiah tells them they have room for one more associate but hasn't found the right one yet. Last night, in San Diego, a young girl hides in railroad cars, running from the police. In San Francisco, Dr. Cyber tells her associate, Ariadne, that she is after the Godstone, an impossibly old artifact found in the Aleutian Trench, and no matter what it provides, she wants possession of it to study it for its eventual use. She confirms that Strike Force is about to make entry at the museum. At Power Company, Skyrocket is reluctant to join the team, even as Chief of Operations, but agrees to go on their first mission as an alarm warns that the museum is being attacked. At the museum, Strike Force advances on its target, what looks like a large ruby gem set in a stone arch reminiscent of a portal. They don't advance far as the Power Company team attacks. At first the team makes progress against Strike Force but their advanced equipment and efficient teamwork start giving them the advantage until an errant shot hits the stone and energizes it. A huge flash comes from the portal and a fierce warrior astride a dragon emerges from it.
